 The China-EU School of Law at the China University of Political Science and Law (CESL) is the only law school which was approved by the Ministry of Education under the "Sino-foreign Schools Agreement." Former Premier Wen Jiabao expressed his hope that "CESL will educate a great cohort of talented legal professionals equipped with knowledge spanning both Chinese and Western law." The CESL Opening Ceremony was held on October 23, 2008. The ceremony took place at CUPL's Changping campus in the presence of Premier of the State Council and member of the Standing Committee of the Political Bureau of China's Communist Party Li Keqiang and President of the EU Commission Jose Manuel Barroso.

CESL is a unique project for educating students in a double master programme (Chinese Law + European and International Law); for professional training of lawyers, prosecutors, civil servants, judges and other legal professionals; for conducting and facilitating legal research and consultancy; and to be a platform for China EU research and teaching and legal academic and professional exchanges and collaboration.

1. Management
The Joint Managerial Committee (JMC) is CESL's decision making body. The JMC is composed of ten members, and led by member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), Director of the Committee for Social and Legal Affairs of the CPPCC and former Minister of Justice Zhang Fusen, who is Chinese Co-Chairperson, and UHH representative Hinrich Julius, who is the European Co-Chairperson. CESL's day-to-day management is the responsibility of the co-deans who are appointed by the JMC. The present Chinese Co-Dean is Professor LIU Fei. The European Co-Dean is Professor Armin Hatje, the European Executive Co-Dean is Dr. Clemens Richter. The Executive Co-Dean represents the European Co-Dean in every respect of his functions. They are both responsible for running CESL and its activities.

An Advisory Board was established as well.. Chinese representatives on CESL's Advisory Board are: former President of the Supreme People's Court of the People's Republic of China, Xiao Yang; former Procurator General of the Supreme People's Procuratorate, Jia Chunwang; and professor and civil law expert from the Institute of Law of the China Academy of Social Sciences, Wang Jiafu. Foreign members of the Advisory Board are: the former Head of the European Delegation to China, Serge Abou; former President of the European Court of Justice, Gil Carlos Rodriguez Iglesias; and Dean of the China-Europe International Business School Rolf D. Cremer.

2. Graduate Studies Programme and its students
CESL is exclusively focused on teaching graduate legal studies. CESL offers a three year Double Master's combining both the CUPL LL.M./ J.M. and the UHH Master of European and International Law; the one year UHH Master of European and International Law; the one semester Chinese Law Taught in English (CLTE) programme; and the three year CUPL Juris Doctorate (Ph.D.).

The CESL graduates are truly Chinese EU lawyers: they have been fully educated in Chinese law, and took the master of European and International Law in English, and taught by European professors in an internationally diverse classroom. The graduates are therefore excellently qualified as Chinese lawyers, with knowledge of European and International law, and of Legal English, in writing and orally. Many students have been abroad in exchange or in a CESL summer school in Europe. The graduates have acquired a great deal of skills and had the perseverance and competence to complete the three year internationally competitive high level program. Excellent qualifications for future legal top careers in national and international environments.

3. Professional Training Programme
From the outset CESL created professional training programmes for judges, procurators, lawyers and other legal professionals. CESL works with the National Judges College and the National Prosecutors College to train judges and procurators respectively. Lawyers training is organized either wholly by CESL or in cooperation with the All China Lawyers Association. CESL is open to offer trainings adapted to the requests and needs of Chinese legal societies and employers.

4. Academic Research
CESL actively organises and subsidises academic research and events. CESL has organised annual academic conferences and stimulates and conducts research. CESL has facilitated research by funding research through research calls. Furthermore, CESL publishes collaboration with Springer publishers the China EU Law Journal as well as a book series , the China EU Law Series.

CESL also organises regularly lectures and small seminars on varieties of China EU legal subjects.

5. National and international collaboration
As a China EU legal platform and school CESL seeks to work closely with all relevant stakeholders to achieve its mission in educating, training, research and exchanges and collaborations between China and the EU.
