In the face of disasters a sense of solidarity develops immediately and spontaneously among human beings. This natural impulse can only be stronger among individuals and peoples belonging to the 'European family'. Furthermore, having regard to the current development of European integration, it is normal for every European citizen to look at the European Union in order to seek help in case of disasters. This lecture offers a general overview of the main instruments the European Union may use to give assistance to third countries, and illustrates the current shortcomings with a view to suggesting possible solutions in order to overcome the existing problems of EU external action.

Federico Casolari obtained his PhD degree from the University of Bologna where he works as Assistant Professor teaching EU law. Professor Casolari is also a member of the Faculty of the "EU Disaster Response Law in an International Context" Summer School, member of the European Society of International Law and he was also a visiting professor at the Institute for European Studies of the Université Libre de Bruxelles (Brussels).
